Passive: Your bullets deal bonus damage equal to 5% of the targets current bullet shield and bonus spirit damage equal to 5% of your targets current spirit shield.
Active: Deal bullet damage to the target equal to 25% of the targets missing bullet shield and spirit damage equal to 25% of the targets missing spirit shield
The numbers and stats don't really matter for the concept. I just think their is too much shield in the game currently and would rather have counter play rather than nerf shields directly.
Could also be a future character's ability
