I don't have an issue with leavers getting ban penalties. My feedback/suggestion is to *not* apply a ban penalty on players that actually rejoin (and are active in the game through the end of the match). Due to wifi/internet issues, getting disconnected happens sometimes.
This exact thing just happened to me, was disconnected 3 or 4 times, joined back every time then rebooted my computer and joined again then finished the match, still got a day penalty
