Ballistic Enhancement's tooltip is confusing when compared to its behavior

Ballistic Enhancement procs "when the imbued ability deals damage"

Vindicta's Flight gives her a buff that adds spirit damage to her gunshots. I assumed this would not proc Ballistic Enhancement since the gun is what deals the damage. The damage is just altered or buffed by Flight. But I was wrong, this procs Ballistic Enhancement.

"OK," I thought, "Her gun damage was altered by Flight, so maybe part of it was then considered Flight's damage. I guess buffs from abilities count as damage from abilities."
But after testing, that's not right either. Shiv gets a damage buff when his Ult meter is full. Imbuing his ult and attacking with the buff does do increased damage, but does not proc Ballistic Enhancement.

Seven's Power Surge procs it. Holliday's extra tick of spirit damage from Crackshot does not.

It seems like the behavior is really that Ballistic Enhancement procs based on damage caused directly or indirectly by a castable ability or its effects when casted. Passive abilities, or even passives tied to active abilities (but not part of the active itself), do not proc it.

I don't know if this is a bug or just a difference in semantics between description and behavior, but it broke my brain discussing it with friends.
