Because Counterspell is a really fun and awesome Item, I figured I'd work up an upgrade for it!
This is a RARE situation where an upgrade has a longer CD than the initial item, but that's because the effect is so strong. It will still come down to the normal 20s CD if you block something on yourself, but when used to protect your allies only the CD is increased. If you protect yourself AND your friends then you get the reduced CD to boot!
I will point out that one of the REALLY cool things about this is that you can get allies out of a Dynamo Ult with this (Which is normally impossible without Rescue Beam.)
