When arcane surge is activated on abilities that aren't inherently instant-cast aoe's it doesn't appear to add the 18% ability range to those abilities.
This can be demonstrated on Wraith, the range of full auto is visibly larger, but the teleport range is not extended at all, nor is the casting range of telekinesis (with telekinesis specifically, it will allow you to try and cast it, but then take it back).
