Apollo Ultimate Curse Effect Not Applying

Apollo’s ultimate is intended to apply a curse to struck enemies, putting them in slow motion and dealing delayed damage. However, the curse effect is not applying, and it does not interact correctly with, for example Dynamo’s ultimate.
