Anti barrier item (Similar to Serpent's Fang from League)

The barriers are very dominant and overpowered in the meta and a simple fix without nerfing them (to keep them viable) is to add a 1600(?) item similar to serpent's fang that just reduces the shield received on that hero by a set amount (30%?) - giving a counter while not killing them entirely. (maybe even make a new tier 4 item that builds out of healbane + this new item and gives both antiheal and antishield and something else idk)
 
Shield Basher - 1600/3200
+8 spirit /+2 Out of Combat Regen
Active idea: Reduce active shield health by 30%, if applied before a shield is applied reduce shielding by 50-60%

Passive Idea: Dealing Spirit damage to enemy hero reduces shields gained by 30%
OR
hitting an enemy hero with a heavy melee reduces active shields by 40% (half effective if light melee)

Bulwark Shatter - 6400
Active: Reduce active shield by 40%, if shield passes 600 do a 0.2s stun
 
for a tier 4, Capacitor already exists and removes 100% of shields (plus all the other things it removes). 40% is underpowered by comparison - it'd need an extremely rapid cooldown, maybe an AoE, maybe load it up with other stats or an additional passive.

Capacitor being only T4 item to remove the shields and pretty difficult to obtain on early game, so adding a (potential) upgrade of Healbane to T3 (3200) that will apply the same healing reduction plus additional effect of 7-8 seconds of -40-50% reduction of barrier could be a good option, which will affect abilities (warden/paige shields) and items (divine barrier / kevlar / shields). So for example whenever the effect is applied by doing spirit damage, if the enemy activates the divine kevlar they get 500 barrier on ult instead of 1000
