Alt cast awkwardness and some suggestions

The alt cast system has a few suboptimal cases in the heat of battle:
- When using Double Tap mode, Bebop's Sticky Bomb casting feels very inconsistent, sometimes it even desyncs at the networking layer I think
- When using Double Tap or Press And Hold modes, using Echo Shard shortly after pressing the button for Bebop's Sticky Bomb will not refresh Sticky Bomb because of the inherent delay added

I would suggest to:
  • Remove "Change Alternate Cast Mode"
  • Keep the "Alternate Cast" binding and make it always functional
  • Add a system to select which abilities and items should be affected by Double Tap or Press And Hold, for example:
    Ability or ItemAlt Cast with Double TapAlt Cast with Press And Hold
    Bebop: Sticky Bomb (2)🆖🆖
    Dynamo: Quantum Entanglement (2)🆗🆖
    Ivy: Air Drop (4)🆖🆗
    Viscous: The Cube (2)🆗🆗
    Vitality Item: Healing Rite🆗🆗
    Vitality Item: Divine Barrier🆗🆗
    Vitality Item: Restorative Locket🆗🆗
    Vitality Item: Rescue Beam🆖🆖
  • If neither Double Tap or Press And Hold is selected, casting must happen immediately
  • Probably add a simplified version that enables or disables either for all abilities and items

I think this behavior selection system could (should?) include the option for quick cast when the feature gets implemented
