All heroes "Low relative to Skill Rating" or worse

I'm an Abrams one-trick and had 9 losses in a row causing me to de-rank twice (yay matchmaking!)
Now every single hero is listed as "Low relative to Skill Rating" or worse.

If every hero is low relative to skill rating.... why is that my skill rating?

Just ranked back up to Oracle III and it says the same thing:

Upon reaching Oracle IV Abrams returned to "High relative to Skill Rating"

Is it possible this bug is a boundary case due to there not being a "- Even relative to skill rating" option?

I dropped back down to Oracle III and Abrams now says "High relative to Skill Rating", so either it was either a bug they've fixed or I've moved away from whatever edge case was causing it (at Oracle III at least).

I'm back to this situation. All of my matches are terrible
