all healing reduction items should also reduce incoming barriers

barriers are a real problem in this game solely because it cant be addressed properly, healing reduction items should also reduce incoming barriers by -50% (healbane, toxic bullets, etc). I think barriers and shields are healthy for this game but as of tright now theres no real way to do something about early game barriers.

i think a better solution might be counter barrier item, there are a lot of anti heal items and this change would be a massive buff to all of them
