alchemical fire does not hit enemies on marked area when cast on walls or surfaces above enemies [with video]

I'd wish it would simply create a circular flame field on the ground indicated.
If you throw it against the wall 3 meters high, the damage DOT field should be on the ground which is located 3 meters lower than the impact.
It just makes sense. Like a flaming fluid that flows down and covers the ground.
altho this is probably harder to implement as the DOT field now needs to mesh with whatever surrounding surfaces and cant just be a magical floating cylinder of DAMAGE
 
There seems to be more going on here. I did some testing with Wraith telekinesis to lift the training dummy into the theorized 2d circular plane or cylinder.
But results were rather confusing.
Sometimes the alchemical fire would not hit at all, when lifted to the height of spot where it landed.
Sometimes it would only tick once. I'm at a loss as to what's happening here
