This is a pretty minor issue, so minor I didn't notice it until I was experimenting with maxing out fire rate in hero testing. Turns out that when you have full actives, the "lowest tier" seems to just be the leftmost tier. I've attached a couple of examples of what I mean.
I'm assuming the problem lies in this being the same UI as all item slots, where the first item will always be the lowest tier.
