Considering none of the similar active items do this, I am inclined to believe it is unintended. Refresher knocks you off ziplines. Happens on any character, any game mode. Not game breaking, but very annoying. Has happened when I am boosting to join a team fight and want my ult ready quite a few times, especially in Street Brawl.
