I came up with this idea when I was playing Dynamo, I used Kinetic Pulse in a subway and knocked an bunch of enemies into the ceiling. I thought "hey wouldn't it be cool if getting knocked into the roof stunned them". Of course that'd make Dynamo a bit overloaded, but it could definitely be balanced in a kit designed around that idea. (I also really really want Lion's ult from Dota 2 in Deadlock. Just some ultimate that does big targeted damage.)
As for his weapon, it's a low velocity projectile. Alt fire zooms in and applies some very light tracking to the projectiles.
The basic combo would be to build up your root by shooting at enemies, then once the root procs you toss a 2 above them, a 1 at their feet to get a stun, and finish them off with your ultimate.
As for the lore/flavor of the character: I imagine it's judge who's also an Ixian (maybe one of the first Ixians to be granted the position of judge?)
