I believe this was a syncing issue, because when I watched the replay I just stood still server-side.
On my end I shoulder charged, then rubberbanded between my starting position and the finishing position of my shoulder charge. This repeats about 2-3 times within the span of a second or two, and then I returned back to my starting point with the zoomed out shoulder charge camera. I was able to move around and play normally with this camera, including zooming in and out with right-click. It fixed itself after returning to the line.
