Ability Concept: Heavy Spirit

This can be either via a debuff applied via bullets/ability/grenades or an aura but the concept is this:

A given hero can apply an effect that significantly increases the Cooldown of abilities activated while affected by the debuff. This should probably be something like a minimum static value (2 or 3seconds) + an additional % of the total ability CD. I think something that makes it harder for players to constantly be using their abilities could be really useful. It would make a character who is encouraged to play on enemy CDs and, while it's not actual silencing it can be just as oppressive.
