Abandonment disclaimer

First, a question: do games marked safe to abandon still count toward mmr?
Second, a suggestion: If the answer is yes, please provide a disclaimer saying so. I am tired of someone on the enemy team leaving, prompting multiple people on my team to instantly leave as well. The enemy then realizes they now have the numbers and proceed to win the game. This way I lose not only when an ally ragequits, but when an enemy ragequits as well. This has happened twice already.
