A Support like reimagined Soul Rebirth T4 Vitality

Vitality has the least ammont of T4 items and Deadlock really doesn`t have much support for supports(really funny joke here). So i decided to make this. Outgoing Heal Boost is basically holly locket from dota, you increase the healing you give to your teammates(but no to yourself). Don`t know if this will be balanced, but i can already imagine Kelving making a dome on a carry`s corpse and reviving them :)
 
It's a really cool item concept but I don't think a revive item needs reintroduced, it was more of a design issue than a balance issue, it introduces exploit/abuse.

If you replace the revive with some other powerful effect, it might work!

Nah, it was a horrible balance issue, if an enemy was overfarmed, killing him is already hard, but him having an extra life made it EVEN MORE horrible., to the point when a hero could go 1 v 5-6 get 2 kills, die himself and the enemy now has no resources to fight his second life, it basically gave you 2k extra health and 4 seconds of invulnuarability, for 6k that was WAY OP. But this item makes it so you could prevent the revival( just kill, stun whoever is chaneling the revival)

The fact that it revives in the first place is what caused soul rebirth to be incredibly problematic to the point of warranting removal. This item has half the cooldown, gives full HP, and has a ton of innate stats that put it on par with other t4 items. "Just prevent the revival bro" is not a legitimate or equal form of counterplay to any effect as powerful as a revive. This isn't including the fact that this item could be bought by low econ heroes to revive high econ carries after they made a mistake, whereas soul rebirth required those carries to at least sacrifice a vitality slot and farm up enough to purchase it in place of any other expensive tier 4.

Valid arguments(especially the cooldown, overdid it there), but i think that revival could be added to the game(Dota has it, albeit in a very limited matter). Speculating on the balance of this kind of item is kinda pointless, it needs in game testing. Also good luck being a low eco hero who spent 6k on an item that gives resists, and trying to revive your core. If the opponent is not braindead, you will be dead long before you can aproach the spectre, since the item has 5m cast range, much less stand still for 3s unbothered(kelvins dome is really the only valid way this could to pulled off). Also low eco hero saving up 6k for this means that he even less usefull, unless is unable to revive anybody(Any stun during chanel makes the item go on CD, withouth a second try).
 
Unless every character can cancel the revival by just damaging the person trying to revive their teammate, then those 3 seconds are going to pass really quickly, bringing back someone to full health who died pretty recently.
Yes, you'll struggle to revive a teammate who died amidst the entire enemy team, but there's still a lot of situations where you can revive your teammate easily. Vindicta and Talon would basically be punished for killing retreating opponents who happened to die near someone who bought this.
If I'm behind in souls to the point that there's no way I can catch up, I might as well just save for this, since I can basically risk my life to bring back someone way more threatening then me. Deadlock is an alpha, but they've tested revivals and I'm pretty sure they decided that it's not healthy for the game.
 
OK, so everyone here is against revival, after some thought, maybe something like this will be more ok?

That way the revived hero is incouraged to RUN, instead of continuing to fight.
