A cartoon based hero.

Cartoons were coming out and being a bit more mainstream around the time period this game takes place in, and were the old creepy ones that used Rubberhose and such. Cuphead takes place in this time period as well and with how rubberhouse animation would look in 3d people could mistake a cartoon character as something much darker.

Maybe an idea for a redesign for Sinclair? That or a new character entirely.
