50-60% packet loss/teleporting, which makes game unplayable

Half of matches are unplayable due to teleports of everything except my hero; the other half are fine. Then after an unplayable match, I receive low priority because I couldn't shoot anything for the entire match. When the match is unplayable, I have 50-60% packet loss, which is consistent through the entire match. What happens throughout the match is like in the attached video from this post: https://forums.playdeadlock.com/threads/unplayable-due-to-lag-packet-loss.34001/, but even more severe. Basically, mobs and heroes (except my hero) are permanently frozen and appear in different places every 2 seconds. I see posts with problems like mine, where people couldn't explain this problem properly because it occurs not every match. https://forums.playdeadlock.com/threads/unplayable-lag-packet-loss-for-one-side.26714/. For now I probably stumbled upon unplayable matches 10 times and received punishments (15 min/some hours ban), then low priority (3 times already), which makes the game unplayable. Only once did this teleporting thing occur mid-game and last till the very end. Last time I received an unplayable match just in the beginning and was forced to leave the match so that the team does not lose, ID: 32073598. Some people say that happens in the evening: https://forums.playdeadlock.com/threads/packet-loss.39104/. Geographically, I would mostly connect to EU servers. This issue occurred out of nowhere, and I was playing fine from August, but teleporting is present in the last 1-2 months
 
My packet loss (50-60%) is represented with arrow down ↓ in network monitoring statistics in-game. Arrow up ↑ is 0% typically
 
Ok mb it was because of inconsistent traffic shaping from my internet provider with 500kb/sec limit, will update thread if i come back to close 3 low prio wins
