100% GPU usage only in the sandbox

I've seen high GPU reports with max settings, or in sandbox as well as actual games, but my problem is limited only to the sandbox. A normal game is ~50% usage even with high settings, but spinning up a sandbox instance instantly spikes my GPU to 100% and my fans go nuts. The lowest preset settings only bring down usage to 80-90%, but at least my fans stop.

This isn't a bug, it just means you are usually limited by your CPU.
Since your CPU can't compute fast enough, your GPU can never get fully utilized in normal games, in sandbox however, there is much less to compute so your GPU can just go nuts. High GPU usage is good, it means you're getting what you paid for out of your GPU.
