There should be an item that reduces the spread on weapons. This would allow characters some more unique playstyles.

The healing reduction items, like Healbane or Toxic Bullets, reduces the healing of the enemy. Essentially everyone fighting them temporarily gain lifesteal resistance. Sure, there could be an item that passively makes you resistant to lifesteal, but that seems unnecessarily redundant.
When you're editing a build, if you right-click an item in your build, you will be given the option to "Update Annotation." That allows you to add comments at the end of it.
