this is mistranslation as in-game behavior only disables stamina usage and stamina regeneration not health regeneration

In the Korean client, it has been incorrectly translated as "치명타 보너스 확률", which means critical hit bonus chance.
A more accurate translation would be something like "치명타 배율" or "치명타 보정"

Both items are currently labeled as "약화 헤드샷"
The 1600 soul item is "Weakening Headshot" and the 6400 soul item is "Crippling Headshot".

I think this is a bug too.
The opponent can't play any counters and the split shot and AP rounds bug is also applied, melting down opponents within a sec doing abnormal damage.

It should be changed to something like "이 효과는 중첩되며 사망 후에도 지속됩니다."
