When watching a replay and pausing its playback, the abilities that are in cooldown are restored, and after a pause, the cooldown time of the ability is reset to the value that was before the pause

Set this value in the game launch options and it will always run on another monitor: -sdl_displayindex 1 (1 - it's monitor index, 0 - default monitor)
