At the time of writing this item suggestion, a lot of items tend to give Bullet or Spirit Shield. It's also fairly common to stack a decent amount of shields (Through Combat Barrier, Enchanter's Barrier, Veil Walker...). I believe an item to "counter" shield-stacking could prove to be efficient...
