Try enabling Steam Overlay before launching the game. I was experiencing problems like you are (only right stick camera worked, couldn't move w/ left joystick, etc.) and then for some reason enabling Steam Overlay fixed it, mostly. Had to redo any button keybind that wasn't directly translating...

The example you gave is the hook working as intended. It's at least been like that ever since I first started playing, towards the end of August.
