If you're going to continue gutting gun damage because of all the people who play dynamo whining that their 1 doesn't 1-shot everyone and ONLY does 75% of their health BY PRESSING A SINGLE BUTTON WITHOUT NEEDING TO AIM then we need an item to counter these heroes, they have PLENTY of gun counter...
