I have found a fix for this issue! Maybe yours is the same? Turns out, i had a 'clean up' app on my pc (razer cortex) that was disabling my 'Steam Client Service' after changing this from 'disabled' back to automatic, i have had no match making issues with deadlock whatsoever.

Yes ive been getting 6 hour bans both if i click abandon, and if i just let the bug run its course. Literally haven't been able to play all week.
