Lightning scroll will only work if you Melee, Shoot, or hit them with the melee on the 1. They also have to affected by the ult.

There are some items (Mystic Shot, Cold Front, Torment Pulse, Phantom Strike) that have their damage increased by the rage status effect. Others like Lightning Scroll, Quicksilver Reload, Capacitor Active, and Mystic Burst are not affected. Just seems weird that a global damage amp only works...
