So, what's going on here is that the tornado ability is working as intended and you just don't like it. This is not a bug.

This is probably because theybwere changed to only interact with heavy melees

I don't see anything out of the ordinary here, can you be more specific? Mirage hard countering melee heroes with tornado doesn't seem like a bug to me
