No it does not work that way. Even procing aura of suffering after arcane surge dash-jump, the radius does not increase. I can literally see it in game and in sandbox and in menu. Actually try to check and test again before responding, who even are you to lie like that.

Arcane surge says it increases ability range, but this seems not to work on victor's aura when you dash-jump. I think this is a genuine bug that makes the items not do what it says on this hero.
