    I do not believe this is intentional. I was able to provide my teammates with information of enemy jungling, etc. In the screenshot you can see that I've been dead for over a minute (relative to Billy) and could overlook middle the whole time.

    The very same is true with Viscous' Puddle Punch, when fully upgraded. If the item is not intended to benefit these abilities then it should not be put on cooldown.
