I do not believe this is intentional. I was able to provide my teammates with information of enemy jungling, etc.
In the screenshot you can see that I've been dead for over a minute (relative to Billy) and could overlook middle the whole time.

Patron's match start voice lines occasionally have a 'loudspeaker filter' applied to them.

Wraith's Telekinesis' Slam animation is canceled by Bebop's Grapple Arm, if Grapple Arm was applied first.

If the item is not intended to benefit these abilities then it should not be put on cooldown.
Billy's Blasted does not apply Wrecked to Troopers, despite applying it to all other NPCs. Unsure if a bug or intentional. If the latter, might be worth specifying in the ability description.
Billy's Bashdown, when fully upgraded, does not benefit from Melee Charge's or Crushing Fists' 25% bonus to Heavy Melee damage; despite putting the item on cooldown.
Note the item is on cooldown after using Bashdown.
