Maybe this is intended, but it is a buildup on-hit effect just for herself (reducing her card cooldown), not enemies.

This was a bug for me before the button moved from gameplay settings to group settings and it still exists now. It's extremely annoying. Why is the default even on balanced? I guarantee most players prefer to play with their duo.
