I imagine you mean that it will cost 6500 in total. Cool idea! I think the 30% bullet DPS as Spirit might wanna be changed to a flat amount as DPS numbers can be kind of crazy for certain heroes. Vyper for example.

I'm a fan of this idea but second giving it a duration for the ally heal buff. I.e. this effects lasts for 4 seconds and has a 20 second Cooldown.

I'm a fan of heavy melee cancelling. I don't build it super often but I think these kinda niche skill expressions are good for the game imo. I don't think making it into a specific item is needed. It is also no longer character dependent so everybody can use it if you want.
