As i understand it, leaving penalties are already quite harsh. Thus I think most leavers are either from technical issues or new player who don't know / care about the punishment.

It seems lash ground strike won't hit enemies that seemingly should be hit in some circumstances.
In this case I landed on the catwalk, while the enemy haze stood a short distance away on the wall platform near their patron.
The catwalk visually appears to be a centimeter or so lower...
