This option exists. In options go to camera in game settings. It's called Zoom-lock.

As does Doorman's Call Bell. The player's height becomes shorter than the projectile's collision box, so it will always hit the ground first.

I came across this issue on Grey Talon. I have his Charged Shot set to the same bind as the default Cancel Ability and that prevents me from using Charged Shoot during Rain of Arrows.
