no projectile speed would have little to no impact on the spammability of hook, the more you can spam a 'skillshot' the more often you'll hit ones you don't deserve to just based on luck (which is easily 50% of bebop hooks)
so rather than add a counter item the cooldown should just be lengthened? that sounds like a reasonable alternative since I believe that cooldown is the core issue with the hero
After some thought I agree with op that maybe the soul system should go or be reworked somehow
while I don't personally struggle with it I think the mechanic is really unfriendly to newer players or people with slowish reaction times (or even just slightly higher ping :/)
Yeah bebop is overtuned as fuck but certain parts of the community will defend their broken hero to the ends of the earth and I don't think valve has the balls to do anything about him :/
entire hero being removed would make game quality improve drastically, even if you pretend for a moment...
combo gets 40% lifesteal at t3, in addition to being able to use scorn its plenty of sustain. m&k is honestly one of the most well balanced heros in the game rn imo
you can tell its intentional because he can't use burrow or disarm during combo lol
without it he would have low/no sustain during ult which kind of defeats the purpose of the hero
personally I think haze ult should be entirely reworked for something that more interesting and.. interactive
maybe something that gives her a bit more survivability or another skillshot of some sort since haze is supposed to be aim-heavy

it's likely not on his end, the servers have been having a rough time lately especially in matches with multiple spectators, it almost feels like input lag but it's almost certainly serverside as I have a high end pc and no issues in other games.. turning off amds 'anti-lag' ironically solved...
