Oh i see, yeah the wording needs to be specified, but many abilities have this problem, Paradox's 1 states "Paradox deals increased damage" but on Pocket his 1 states "You get a damage amp" which could produce some confusion, i think the wording should be consistent across the entire game for...

No it only gives the movement speed after it's charged, always done that

This was one example but during gameplay this happens often, when 3 procs should be there's only 2, where 2 there's only 1. This destroys my fun as a Paradox main.
