If you close the shop while clicking and dragging an item, the item will remain on screen and follow your mouse pointer. It can be fixed by opening shop and clicking anywhere.

This fixed it as well for me, I was having the issue with seven but it seemed to fix it completely after using this method, editing and then saving the build
