100% it's not yesterday's patch, since I've played few hours earlier the patch and saw dynamo taking out players from Kelvin's ult. I guess this one from patchnotes is about aoe of abilities like Bebop's bmbs/Sinclair's bunnies etc but not dynamo as it is intended to save from ults(i assume)

haven't it always been possible to take out your teammates out of kelvin dome as a feature to save? as well as saving from other ults

it means that it's not counted towards your rank, but in your history it still will be marked as loss because you were in lost team

Had the same problem for a long time, what helped me is just to reinstall the game and afterwards the settings stopped resetting on restart
