    Ehh... they were a bit unclear with their initial message, so I'll say he was in the wrong if you genuinely didn't understand/hear him properly the first time. If you chose to ignore him, then he is justified.

    I get that, but I'm certain it's possible to balance certain characters without resorting to burst-fire weapons. Give them a lower FR or something. I understand that some people like burst-fire, but personally, I hate it.

    Fine, keep the cooldown, make it a guaranteed proc like Mystic Shot. Or, if we want to remove the cooldown, we can make it a chance proc and scale the damage to FR (like Silencer and Spiritual Overflow). Lowering the damage to counter increased or guaranteed procs is an easy fix. Either way...

    It should not have a maximum proc rate, as having it makes any increase to fire rate effectively result in fewer Tesla bolts per magazine.

    I think a slightly longer reload is a good check. I was very surprised by how fast it is, especially since I main Warden typically (with his tiny clip and slow-ass reload).
