There is an "unstuck" command in the pause menu. If that doesn't work, there's also a suicide button. Bug reports like this are likely still useful, but you should provide more information, like what you were doing when it happened.

Is jumping ping from 8-15ms up over 100.
I've called my ISP who tells me that even though "Telstra" is named at the node, it is part of the local network and might be privately owned. A server or router might be fried? I'm not familiar...
I've been having this issue as well and it seems to be a hop for TPG, Optus and Telstra users right next to the Valve servers. Called TPG Support and they just told me "It's telstra's problem".
Valve may be able to get in touch, because I think the hop is part of their network structure.
