I think that until the guardian is broken or 8 minutes pass (which ever happens first), the top bar should show your lane partner's cooldowns just under the ult in the same way as the ult. This will help teams who are not premade.

Looking again it looks like the dash is a set hitbox on use not attached to Silver and not affected by anything else. Meaning you can miss by traveling up stairs or sliding on objects.
