The bug only seems to cease when you use magic carpet again. I had it happen to me as calico during the match id: 35509668, after my last death on the match.

Can also happen with wraith, it seems to be controled by wraith or mo's movement key during the ult.

I had this happening in a real match sometime ago.

I had a match were the first urn was delivered by abusing of this exploit. Match id:35265137, very unfun to have it happen. I belive that this other video demonstrates this bug as well,

Oh her movespeed does scale with SP, but the move speed bonus still occurs with other heroes.

The item description does not show that you get bonus movespeed during Stealth.
