Tested on Celeste, when buying Compress Cooldown and imbuing on Sinclair's 4, stealing Celestes ult always gives 42 sec cd with or without the item, but when having Superior Cooldown now it seems to get the cd reduction and it gives a 32 sec cooldown
So yesterday I got stuck with the button prompt to cancel Ice Dome for a whole game while playing as Sinclair and couldn't manage to fix it by disconnecting or rejoining the match or pressing my 4 on another target in hope that maybe it was just a visual bug.
