Yea I have a similar thought for Extra Regen being more similar to Fortitude than Extra HP, but restricting these "2 phase" items to being strictly logical limits flexibility. Balancing is hard enough to begin with.
I like this idea but more as an Hero Ability then an Item. Like baiting a lane while going another an obscuring your position sounds more of a hero skill kind of movement then something everyone could do.
