Scarab has been changed to "dealing DPS to the enemy and healing you for 8s" instead of "max health steal", therefore it should benefit from healing effectiveness specifically Healing Booster and Healing Tempo does not modify Fire Scarab healing amount

it has been this way for a long time. mirage 3 used to not proc Mystyic Burst/Tankbuster, as well as Spellslinger; now it procs burst and buster. Guess it would be overpowered if it procs Spellslinger, its a feature.
