Seems like a wider issue somewhere. I can't reproduce it myself anymore...
Nevermind, it's just very inconsistent and still happens. Some interaction with those items trigger this weird behavior.
Basically it only happens if you buy Enduring Speed+Fortitude and shoot an enemy, the sprinting will never start. Only way get sprinting again is to jump once.
In-game skill description says
"Press 1 to redirect the bolt towards your crosshairs."
This is completely false. Any semblance of an enemy will get prioritized near the crosshair, meaning it does not get redirected towards your crosshair.
This is a flaw and completely hinders prediction...
