The item's ability fires a projectile that removes one enemy-placed obstacle upon collision (i.e. kudzu bombs, mcginnis wall, infernus dash trail, kelvin ice dome). 140 second cooldown.
I think 5 seconds is fine. It should only reflect debuffs applied after its activated, but doesn't prevent debuff build up (a debuff applied via build up would be reflected, however). I'd give it a lengthy cooldown of 4-5 minutes since its kind of an amazing equalizer. Imagine activating it and...
How about 80 combat shield, +1 regen, +15%-20% movement resist. I'm imagining people putting this on rapid recharge builds for quick getaways or pursuits. I want it to be useful late game thence the slow resist, but stuck to an non-upgradable tier 1 as tax.
