I don't think the same stat having two different icons is intentional, but they really should have a legend for these icons somewhere it was beyond confusing when i first started playing.

When hovering over seven ult the number of charges icon (electric bolt) is used for duration, instead of the normal duration icon (hourglass). This is what it should look like on an ability with all correct icons:
